The dashcamUa application offers a novel approach to enhancing road safety by leveraging smartphone technology to document traffic violations. The app transforms a standard mobile device into a functional dashboard camera capable of capturing and storing short video clips, which can be submitted as evidence to law enforcement authorities.

At present, the application remains in the testing phase. User-submitted videos undergo review by administrators before being forwarded to the relevant departments of Ukraine’s National Police, on behalf of a public organization. This process maintains the anonymity of reporters, encouraging wider participation without fear of reprisal.

There have been documented instances where enforcement agencies have issued protocols and fines based on reports generated through the app, with the volume of successful cases continuing to grow.

In collaboration with the Ministry of Internal Affairs, legal experts, the National Police, and members of Verkhovna Rada, efforts are underway to legislative amendments that would enable the dashcamUa system to operate similarly to automated traffic cameras, allowing for direct fine issuance to vehicle owners.

The primary objectives of the initiative include:

• Inevitability of Punishment: Regardless of police presence or surveillance cameras, visible enforcement acts as a deterrent, ensuring violators are held accountable for endangering road safety.
• Equality Before the Law: No individual is above traffic regulations. Officials, including Members of Parliament, law enforcement officers, ministers, and judges, are subject to the same standards and penalties as ordinary citizens.
• Transparency: All violation reports transmitted via the dashcamUa app are protected and traceable. Users can monitor the status and review details of their submissions in real time.
• Cost-Effectiveness: The system is designed to be free for citizens, with minimal administrative costs borne by the state. Its rapid deployment across Ukraine’s roads is feasible within a day.
• User Incentives: Following legislative approval, users who submit violation reports will be eligible to receive 10% of any fines paid by offenders. These rewards can be withdrawn or donated to charitable causes.

The operational workflow of the application involves continuous recording of 30-second video segments in a loop. When a user witnesses a violation, they can save the previous segment by tapping the screen and subsequently send it along with vehicle details and violation type to law enforcement authorities.

Processing fines involves a system where 10% of the collected penalty is allocated as a reward to the report submitting user. This process serves as confirmation of enforcement action once fines are paid. The app incorporates multiple security features to prevent fraud and tampering, maintaining data integrity and transparency throughout reporting and processing stages.

Currently available for active testing, dashcamUa enables users to contribute effectively to traffic law enforcement while supporting transparent accountability measures on Ukraine’s roads.
